SUBJECT: The Spanish Title---01-4, Titulo de Propiedad-4136 are already nullified and no longer
admissible as evidence of ownership, with this passage of Spanish Mortgage Law of Presidential Decree No. 892, effective February 16, 1976, Spanish Title can no longer be used as evidence of land ownership. Under the same decree, lands not under the TORRENS SYSTEM shall be considered as unregistered land. “LET THE PEOPLE KNOW” (See paragraph down)

WHEREAS: Ang Bagong Lahing Filipino Development Foundation, Inc., is duly Registered in the National Library S.E.C. 178.6, entitled TORRENS SYSTEM PROCEEDING REGISTRATION OF REAL PROPERTY TITLES and DEEDS under Real Property Act 1858 respect of letters, the copyright shall belong to the writer subject to the provisions of Article 723 of the Civil Code. (Sec. 6, P.D. No. 49a), with ISBN: 971-93393-0-6 on August 3, 2004 with Registration No. A 2002-1375. RESOLUTION No. 01 Series of 2003 published in the national and elite newspapers Philippine Daily Inquirer on February 16, 2003, entitled Land for the Landless and Home for the Homeless on page 90, SEC. 9, VOL. 8 No. 70., published Philippine Daily Inquirer entitled Land for the Landless Acquisition under TORRENS SYSTEM of Real Property Act 1858 on November 21 2008, Sec. 14 Vol. 23 No. 437, page 17. WHEREAS: The Torrens System in the Philippines is judicial in form but administrative in character. “Judicial proceedings for the registration of land throughout the Philippines shall be in rem and shall be based on he generally accepted principles underlying the Torrens System (Sec. 2, P.D. 1529). In connection with Section 108 of P.D. 1529, Act No. 141, it is conclusive upon the whole world including the government. Because all land to which claimants have acquired imperfect or incomplete title within the contemplation of Section 48 of Commonwealth Act No. 141--------Most of the lands now occupied or possessed by the people throughout the Philippines are not covered by titles issued by the Government. WHEREAS: The Decision with Compromise Agreement, 7th Judicial District, Branch XXVIII, Pasay City, LRC/CIVIL CASE No. 3957-P, Presiding Judge Hon. Enrique A. Agana, a sworn statement that, it was known fact when both LRC Commissioner Antonio Noblejas and Asst. Commissioner Gregorio Bilog Jr. divulged the Modus Operandi of the organized syndicate in both LRC and in the Bureau of Lands then to defeat the interest of the herein land owners, which were an admission of these land authority that the eligible land records and documents of the OCT No. T-01-4, TCT No. T-408, and TCT No. T-498 had been subjected to manipulation, alteration falsification orchestrated by no other than in the LRC and the Bureau of Lands in connivance by those in the Register of Deeds. The Government according to the LRC Commissioner Antonio M. Noblejas. Can it be that the government a direct source of fraudulent evidences? Position Paper over the same subject land has been strongly opposed under the principle of PRIUS TEMPORE PORTIUR JURI by the Private N.G.O. considering that no less than the AMICUS CURAE and the court were the ones confirmed the legitimacy and the physical evidence of the said land ownership. Therefore, the government should be barred by statute of Limitation and/or Estopel for public interest, since people demand honest services from the government. NO EMINENT DOMAIN IN THE PHILIPPINES
By possession of the land since time immemorial.-Occupant of lands who, by themselves and their predecessors-in-interest, have been in possession of the land since time immemorial. Their possession of the land for such length of time justifies the presumption that the land had never been part of the public domain and that it had been private property even before Spanish conquest. (Republic vs. Court of Appeals, 335 SCRA 693; see also Oh Cho vs.Director of Lands, 75 Phil. 890; Nelayan vs. Nelayan, 109 Phil. 183; Manarpaac vs. Cabauatan, 21 SCRA 743) (Machine copy is hereto attached as “ÁNNEX” and made an integral part of this paragraph.)

WHEREAS: The sworn testimonials of NBI Director Jolly Bugarin before the Senate Blue Ribbon Committee headed by the Ex-Senate President Gil Puyat and made as integral portion of the government Position Paper divulging several Modus Operandi of those in the LRC-BUREAU of LAND before in conspiracy of those influential group in the government in the massive issuance of fake land titles in favor of the land grabbers and oligarch real estate developers as they were benefited by those who could pay lucrative sum. The Modus Operandi is as follows: The grand design, land grabbing of the LRC-BUREAU OF LANDS in conspiracy with their cohorts – Real Estate Developers has caused the root of some 20 million fake land titles over the subject lands under the following procedures; (Machine copy is hereto attached as ÁNNEX and made an integral part of this paragraph) P.58 DWCA

WHEREAS: Unquote Similarly, the Moro-Moro court proceedings in this Sala under LRC/Civil Case No. 997-P against Don Esteban Benitez Tallano and Prince Lacan Acuna Tagean Tallano, contemplated by some government officials in Malacañan in conspiracy of these developers who managed the validation of their fictitious Land Titles particularly this OCT-01-4, OCT-333 of Bonifacio Regalado its Decree No. 1141 has been found covering land in Florida Blanca, the OCT-735 and OCT-994 with corresponding Decree number adopted from TCT No. 870 of Don Mariano Severino Tuazon and Tuazon company which was clearly empty in Data and TOTO, OCT-383 – dated April 18, 1908 under Ayala Land Corporation, OCT- 7038 – dated April 18, 1908, with the same Decree N0. 2317, with Original Survey Plan dated December 10, 1923 and January 9, 1924.
TCT-4136 Don Mariano San Pedro Esteban, Don Annacleto Madrigal Acop and Don Esteban Benitez Tallano TCT No. T-408, and TCT No. T-498, OCT-369 in the name of Hermogenes Rodriguez, OCT-735 & OCT-730 University of the Philippines who used, and that OCT-632 own by Eulalio Ragua, that OCT-291 and that OCT-820 owned by Patricia Tiongson, OCT-820 - Pilar Village Development, and by the National Government, and
all OCT its numbers from OCT-33, OCT-56, OCT-085, OCT-111, OCT-144, OCT-160, OCT-222, OCT-280, OCT-331, OCT-339, OCT-347, OCT-360, OCT-374, OCT-393, OCT-414, OCT-448, OCT-466, OCT-529, OCT-543, OCT-545, OCT-546, OCT-547, OCT-614, OCT-684, OCT-746, OCT-777, OCT-844, OCT-994, OCT-1136, OCT-2573, OCT-4080, OCT-4085, OCT-4136, TCT No. T-408, and TCT No. T-498 and obviously from OCT 01 to OCT 100,000 which was declared non-bankable due to their fraudulent characteristic, and null and void ab initio by my predecessor in this court DECISSION with COMPROMISE AGREEMENT on February 04, 1972. WHEREAS: Paragraph G. of said government Position Paper, Report of the Senate Blue Ribbon Committee, led and initiated by Hon. Senate President Gil Puyat, Sr., who conducted the investigation over the reported land scam to restore the trust and confidence of the Filipino people over the strength and Wisdom of Torrens System in the country subsiding said paramount interest while national security is at stake, participated and connived by the Department of Public Works and Highways, Building Permit Division, L.R.C. and the Survey and Record Section of the Bureau of Lands, including Register of Deeds of the affected Towns, Cities and Municipalities in massive issuance of Falsified Land Titles from O.C.T. 01 to O.C.T. No. 100,000 embracing the subject embarrassment of the national government which were taken advantage by irresponsible Real Estate Developers, Local and Barangay Official who where directly engaged in the selling of right of the subject land. Besides, on Decision with Compromise Agreement, Certainly, based on the evidences and circumstances, the ownership of the Philippine Republic and its government over the subject noble lands was void and unconstitutional even if the basis was a Philippine Constitution of 1935 but neither the Malolos Constitution could warrant the legality of Philippine government ownership over the said land on the reason that U.S. government acquired unlawful right over the land, the same, it thwarted the EVIL interest of the Republic of the Philippines over the subject lands. WHEREAS: Indeed, concretely rectified upon the creation of the Supreme Court in 1580. Paragraph K of the government Possession Paper manifested with Supreme Court Chief Justice Hon. Jose P. Laurel dissenting opinion, it declared all Presidential Proclamations, Executive Orders, Letters of Instructions and Decree of any purpose or purposes had no force and effect over real properties covered by TORRENS TITLE for and in the name of private person in the absence of just compensation. WHEREAS: The only course to stop total changes of corruption is to eradicate the unmanageable evil and anomaly in the LRC and in the Register of Deeds, HULRB, Pag-ibig, and SSS where the lawful registered owner, should be a holder of Torrens Title for the land they acquired by their own labours, sweat and exerted efforts for quite so long. To hold such land beyond the true and lawful orders of land ownership in greater sense would vindicated within the ambit of law is in the Torrens System because, to the contrary, the Supreme Court cited the incident in a case Vital vs. Arore, et al, (Machine copy is hereto attached as ÁNNEX and made an integral part of this paragraph.) DWCA P. 100

WHEREAS: Yet, very clearly, that land grabbing scheme massively laundered icing by socialized housing programs (PAG-IBIG, GSIS, SSS, NHA) urban and agricultural land reform (DENR) and (NCIP) program of the government in connivance with the developers, sometimes in the pretext of NATIONAL GOVERNMENT infrastructure program is a silent confiscation of real properties of the private persons. It is hard to admit that there was no violation of Due Process. Actually, it is presently a serious offense of the National Government for grand design of its cohorts depriving the constitutional mandate of Section 1 and Section 2 of Article III of our 1935 Constitution, directly defeating the real substance of Due Process, namely: (Machine copy is hereto attached as “ÁNNEX” and made an integral part of this paragraph) DWCA P. 8, 9

WHEREAS: Register of Deed created a vacuum which is another basis of the land grabbers to reproduce rapidly multiply proliferate their unlawful activities upon raping the virtue of the country’s Torrens System by way of mass production of invalid Land Titles for continues cycles of scam to the final prejudice of the government and the general public. WHEREAS: It is a universal acceptance, the title of the Land once registered under Torrens System, is sufficient notice to the whole world because such action is an action In Rem. All concern including the government and its agencies should take notice of this rule, that no one can plead by reason of ignorance of registration. WHEREAS: The Law have admittedly say that not even the NATIONAL GOVERNMENT may acquire the land in question owned by private person by way of prescription even if to the extent of taking the land for roads and highways or infrastructures by reason of EMINENT DOMAIN, the Title thereof could not be transferred to the government, which held under the case of Herrera vs. Auditor General 102 Phil. 1017 (1960) that such registered property can not be lost to the government by prescription and the owner is entitled to be paid of the price thereof as prescribed by our 1935 Constitution Section 2 of Article III (Bill of Right). WHEREAS: A proceeding is “in rem”if the object is to bar indifferently all who might be minded to make an objection of any sort against the right sought to be established, or if anyone in the world has right to be heard on the strength of alleging facts which, if true, show an inconsistent interest. (Manuela Grey Alba vs. Anacleto R. De la Cruz, G.R. No. L-5246, Sept. 16 1910) (Machine copy is hereto attached as ÁNNEX and made an integral part of this paragraph.)

HOWEVER: The Committee on Justice, chaired by Laguna Rep. Joaquin Chipeco approved the substitute bill on a consolidated HOUSE BILL No. 212, 314, 346, and 2702, OKs on Fake Land Titling imposing the capital punishment to hurdled a committee scrutiny of proliferation of spurious for TORRENS TITLE nationwide. According to (LRA) Administrator Alfredo Enriquez said a total of 22 million titles have already been issued and 60% of land titles from National Capital Region (NCR) are fake and which was prescribed by MANILA BULLETIN on July 14, 1999, Wednesday, page B-8.

FINALLY: That the Ang Bagong Lahing Filipino Development Foundation, Incorporated, herein respondent—lawful owner holder of Torrens System Proceeding and Registration of Property Title by Registration under Real Property Act 1858. That the above mentioned land is affirmed and confirmed by honorable Supreme Court in an EN BANC DECISION under G.R. No. 103727 and G.R. No. 106496, (Late Don Mariano San Pedro y Esteban vs. Court of Appeals, 265 SCRA 753), became final and immediately executory, promulgated December 18, 1996, and EN BANC Supreme Court Resolution dated 11th of July, 2000; 30th January, 2001 and 5th March, 2002 with warning: “that no further pleadings will be entertained or the same land cannot be again litigated in any future action at any court of justice in the Philippines.” (Id., Art. 481) (Machine copy is hereto attached as ÁNNEX and made an integral part of this paragraph.)

FINALLY RESOLVED THAT: The Ang Bagong Lahing Pilipino Development Foundation, Incorporated, is duly established and organized and existing under Philippine Law (Republic Act. 1459) with principal office at 7426 EMF Bldg., Santillan St., Pio Del Pilar Makati City, with SEC. REGISTRATION No. A 200200833-2002, (NGO) operates under the DECLARATION OF PRINCIPLES AND STATE POLICIES ARTICLE II) R.A. 3046 as Amended by: R.A. 5446; P.D. No. 1596 and PD. No. 1599 Section3, Art XVII. The state shall encourage Non-government, Community-based or Sectoral Organizations that promote the welfare of the nation. The state shall protect the right to health of the people and instill health consciousness among them, the state is mandated to promote a just and dynamic social order that will ensure the prosperity and independence of the NATION AND FREE THE PEOPLE FROM POVERTY.

THE PRIVILEGE OF TORRENS SYSTEM PROCEEDINGS

As viewed by another authority on the subject, the Torrens System
has these advantages:

1.It abolishes endless fees.
2.It eliminates repeated examinations of titles.
3.It reduces records enormously.
4.It instantly reveals ownership.
5.It protects against encumbrances not noted on the Torrens Certificate.
6.It makes fraud almost impossible.
7.It assures.
8.It keeps up the system without adding to the burden of taxation because the beneficiaries of the system pay the fees.
9.It eliminates tax titles.
10.It gives state title eternal title as the state insure perpetually.
11.It furnishes state title insurance instead of private title insurance.
12.It makes possible the transfer of titles or of loans within the compass of hours instead of a matter of days and week.

FINALLY: That the above mentioned land is affirmed and confirmed by honorable Supreme Court in an EN BANC DECISION under G.R. No. 103727 and G.R. No. 106496, (Late Don Mariano San Pedro y Esteban vs. Court of Appeals, 265 SCRA 753), became final and immediately executory, promulgated December 18, 1996, and EN BANC Supreme Court Resolution dated 11th of July, 2000; 30th January, 2001 and 5th March, 2002 with warning: "that no further pleadings will be entertained or the same land cannot be again litigated in any future action at any court of justice in the Philippines." FINALLY RESOLVE THAT: That the Ang Bagong Lahing Filipino Development Foundation, Incorporated, herein respondent-lawful owner holder of Torrens System Proceeding and Registration of Property Title by Registration under Real Property Act 1858.the Torrens System operates on the principles of Title by Registration (i.e. the indefeasibility of a registered interest) rather than Registration of Title or by Deeds who has been in possession of subject land in dispute, the action is to quite all the aforesaid titles because has no longer probative value on the reason that the Spanish Mortgage Law P.D. 892 and Spanish Title is supposed to be abrogated for national interest, and that Land Title cannot facilitate the purpose of the True owners against the government and other parties is imprescriptibly in nature (Baladay vs.Castrillo, et al, 1961, SCRA 99, Ramirez vs.Court of Appeals, et al, 1969, 30 SCRA 297). B.L.P. SOCIO-ECONOMIC DEVELOPMENT UNDER TORRENS SYSTEM Act 1858

In the drafting of our economic and development plans, we have motivated by one objective (Foundation) that no Filipino will be out sustenance. But more than that, all shall be given great opportunity to “Participate in whatever booms there are now so that they will freely offer brain and brawn to achieve collective ends”.

Our vision of society, by focusing in the poorest segment of situation today, by planning to meet their basic minimum nutrition needs, by reducing the entirely eliminating literacy, by equitable distribution of development benefits, and by introducing the necessary institutional charges under this System Act 1858.

B.L.P. AGRARIAN DEVELOPMENT under TORRENS SYSTEM Act 1858

The BLP FOUNDATION, at least four factors contributed to the formulation agrarian development of an entirely new agricultural strategy.

FIRST, chronic deficits in our grain produce and the specter of a high birth rate to the
agricultural challenge of agronomist of a global food shortage. Our export earnings were the biggest single factor in the procurement of capital goods for our industrial needs.

SECONDLY, The high importance of agriculture exports in our foreign trade emphasized
the ultimate relation between high agricultural productivity and industrial development.

THIRDLY, Since the rural sector has to produce a surplus (in the form of food and/or
exported goods that generate import capacity) needed by the urban or industrial sector, inflation is said to occur when given a shortfall in the rural sector’s contribution the surplus become inadequate and hence triggers off an inflation induced by food shortage.

FINALLY, The goals are easily recognized and these are principally to increase the level
of agriculture output and to utilized agricultural labor force. Fulfilling these objective, however, invariably requires action on several fronts at once, and it is the adoption of a total strategy that it is the most difficult to implement.

B.L.P. INDUSTRIAL DEVELOPMENT under TORRENS SYSTEM Act 1858

The New Industrial Plan

The Philippines experience with industrial expansion program showed to what extent industry could add to total economic productivity that effect of industrialization on general economic development and the standard of living of the population.
To achieve a higher level of industrial growth, investment must be concentrated in (i) relatively labor-intensive finished consumer goods industries, e.g. food processing, wearing apparel, for the domestic market; (ii) second stage of import substitution for selected intermediate and capital industries; and (iii) export generate about $ 8.4 Billion by 2016.
To generate at least 1 million new jobs a year by mid 2016 and beyond.

TORRENS SYSTEM FIVE CONCLUSIONS MAY BE MADE ABOUT THE RESULT OF THE EARLY POLICIES FOR INDUSTRIAL EXPANSION.

FIRST, incentives legislation of the 50’s combined with import and exchange controls,
encouraged import substitution as the dominant direction of industrial activity in the country.

SECOND, The new manufacturing industries that emerged were highly depend on
imported inputs, both in terms of capital goods and raw materials.

THIRD, they very dependence on foreign inputs of the new industries resulted in
industry’s inability to generate employment of the very resources which the country had in abundance of labor.

FOURTH, import substitution made for easy profitability as a result of the highly
protective policies because Philippine exports was largely confined to traditional export product, such as sugar, coconut oil and plywood. Apart from these, practically to new export manufactures were developed.

FIFTH, industrial activities spurred by the policies converged in and around Manila and
had firmer linked with the rest of the world than they had with the rural sector.

PROBLEMS CHARACTERISTICS OF A DEVELOPING COUNTRY NOT UNDER TORRENS SYSTEM:
Inadequate Infrastructure aggravated by exceptionally large transport requirements
Income inequality and low standard of living
Death of job opportunities
Price instability and balance of payments difficulties


THE ECONOMY IN THE NEXT DECADE UNDER TORRENS SYSTEM Act 1858

Taking into account the above growth factors, as well as the constraints, the task economic management for the next ten years in terms of policies and programs, would be generally along these line under Torrens System:

ON POPULATION:
To produce population growth rate gradually to 28 percent in 2016 such that total population would be only about 88 million then.

ON LABOR AND DEVELOPMENT:
To create job opportunities about 1.5 million annually which would absorb the backlog of unemployed and underemployed and the 1 million annual increments to the labor force under Torrens System Law.

ON AGRICULTURAL DEVELOPMENTUNDER TORRENS SYSTEM:
Growth in food production of 4 percent annually during the next decade, the sources of growth being 1.5 percent from expansion of areable and harvested area and 2.5 percent from increased productivity on Agriculture under Torrens System.
To attain productivity growth of 2.5 percent annually, it is necessary that (i) extension services be efficiently organized and managed; (ii) new and appropriate technologies be adopted: (iii) investments in support facilities (e.g. irrigation ) be expanded; and (iv) product and input prices be rationalized.

ON TAX REFORM:
Future tax reform should be in the direction of (i) a reduction in the heavy dependence in international trade and widening of domestic base; (ii) and improvement of the tax system’s social equity.

ON THE ROLE OF GOVERNMENT AND ADMINISTRATION under TORRENS SYSTEM LAW:
To expand the role of the public sector in the economy which will require (i) further organizational improvements; (ii) upgrading of the quality of middle level managers; (iii) strengthening planning capacity of government agencies and instrumentalities; (iv) greater participation of public corporations; and (v) broadening the base of participation at the local level.

ON THE PRICE AND WAGES UNDER TORRENS SYSTEM LAW:
To hold price increases to within 15 percent in the immediately years ahead.

The next decade then for the Philippines will set the stage for expanding our productive infrastructure: gains agricultural productive efficiency, for a sustained implementation of a much more defined industrial strategy; and highly qualified human and manpower resources.

*To provide Home for the Homeless and Land for the Landless of Real Property Act 1858;

* Development of suitable government or private areas into self-contained communities as an urban extension of the urban core;

* To provide scholars with high quality Education and free Healthcare to all government employee and dependence concern.

* Slum upgrading through improvement of sites and services;

* Relocation and retirement of families obstructing existing government infrastructures under Torrens System;

* Development of government lands for housing in accordance with the over-all urban design of the locality under Torrens System;

* Urban renewal of blighted areas to maximize land use for using, social infrastructure, efficient transport system and encouragement of commerce and industry under Torrens System;

* Development of vacant and underutilized private lands for housing to low income families under Torrens System Acquisition of Property;

* Expropriation of private lands for development purposes, and to resolve land tenure problems in favor of bonafide occupants of private land for the landless under Torrens System;

* Urban restoration by rehabilitation and repair of existing residential houses;
Development of economic opportunities within the resettlement projects to provide employment for its residents under Torrens System;

* Acquisition of property rights and interest for development into housing projects for higher income groups as a source of subsidy for social housing under Torrens System;

* Industrial and commercial development and investment by developing industrial estates within projects as a major source of revenue of subsidy under Torrens System.

These new components in the education program which are responsive to B.L.P. Torrens System Real Property Act 1858 national development are included in the Ten-Years Education Development Program as part of the government’s attempt to create a just society, a society where opportunities for advancement are not a monopoly of the privileged few but are made available to all sectors of the national community.

1. How to avail automatic dual citizenship in the Philippines?

FOR FOREIGN INDIVIDUALS AND FOREIGN INVESTORS:

(a) They must acquire a land area that has been entitled of TSARRP Certificate of Title or simply TORRENS TITLE.

(b) Foreign individuals that has been married to a Filipina wife and already acquired a land area that has not been registered under TORRENS SYSTEM PROCEEDING LAW of BLP TORRENS SYSTEM ACT 496 shall proceed the title by registration here within ANG BAGONG LAHING FILIPINO DEVELOPMENT FOUNDATION INC., to ensure the issuance of TSARRP Certificate of Title or TORRENS TITLE.

(c) Foreign investors who are already here in the Philippines must undergo the process of title by registration under TORRENS SYSTEM PROCEEDING LAW of BLP TORRENS ACT 496.

FOR FILIPINOS:

(a) Members of their family that are already in foreign lands who has a land title could avail automatic dual citizenship by title by registration of their land area here in the Philippines. If they don't have land title of their specific land area and only have a tax declaration, they must secure a land survey which is recommended by the Caretaker of the BLPDFI through its TSARRP Land Surveyor. Afterwhich, a titling processing has to be done to ensure the issuance of TSARRP Certificate of Title or TORRENS TITLE.

2. What is TSARRP Certificate of Title or simply Torrens Title?

TSARRP Certificate of Title is an eternal and perfect title tax free for life.

TSARRP Certificate of Title or simply Torrens Title is a mere evidence of ownership; it is not the title to the land itself as the concept of title is conceived under our Civil Law; “the certificate of title shall be a true copy of the decree of registration” (Sec. 39, P.D. 1529).

Hanggang sa dumating ang panahong hindi na kayang tiisin ang mga paghihirap ay kumilos ang ating mga bayani na sina Dr. Jose Rizal, Apolinario Mabini, Andres Bonifacio at marami pang ibang nagbuwis ng kani-kanilang mga buhay para sa kalayaan mula sa pagkaalipin sa loob ng apat naraang taon (400), at sa kasalukuyan ang bilang 333, 408, 498 ay ginawang titulo "ORIGINAL CERTIFICATE OF TITLES (O.C.T.)" sa mga tiwaling ahensiya ng pamahalaan sa kamay ng mahigpit at mapang-aping mga Kastila.

Ang ating mga naturang bayani ay sumulat ng nga babasahin at mga aklat na bumabatikos sa mga karumal-dumal na gawain ng mga Kastila na gumising sa damdamin ng mga Pilipino upang magtatag ng himagsikan. Di nagluwat ay tumulong sa atin ang bansang Amerika laban sa mga Kastila at natapos ito sa pamamagitan ng kasunduan na tinatawag na "Treaty of Paris".

Kaya nga noong December 10, 1898, ito ay nilagdaan sa Paris, France ng mga tumatayong tagapamagitan at delegasyon na kinabibilangan ni Former Secretary of State William R. Day, Senator Kushman K. Davis, Senator William P. Fryo, Editor Whitelaw Reed at Mr. George Gray para sa panig ng Amerika. Sa panig na kumakatawan sa Espanya ay lumagda naman si Eugenio Montero Rios (Chairman) at Pangulo ng Spanish Senate, Senator Buenaventura Abarzuza, Associate Justice Jose de Garnica, Minister Plenipotentiary to Belgium Wenceslao Ramirez de Villa-Urrulla at General Rafael Cerero y Saenz. Sa kapahintulutan ng Her Majesty the Queen Regent of Spain, sa ngalan ng kanyang august son Don Alfonso XIII, at nakasaad sa kasunduan ng Treaty of Paris na ang Pilipinas, Guam at Puerto Rico ay ipagbibili sa pagmamay-ari ng Amerika.

At ayon sa Article III, na ang Amerika ay magbabayad sa Spain hanggang dalawampung milyong dolyar ($20,000,000) at ang Pilipinas ay mapapasailalim sa pamumuno at kapamahalaan ng Amerika na ang kasalukuyang Pangulo ay si William McKinley.

At iniutos kay Gen. Robert Torrens na sukatin ang buong kapuluan ng Pilipinas at ito ay naganap noong March 23-27, September 8-15, 1909, April 9-12 at June 3-24 1910. Ang kabuuang sukat ay may Case No. 8511, Original Survey Plan No. 11-4509 ay pinagtibay noong October 23, 1911 na susog sa provision ng "TORRENS SYSTEM LAW" at sumasailalim sa Land Registration Act 496 noong July 1, 1902 at ito ay may Original Certificate of Title (O.C.T. 779( Decree No. 10139-GLRO Record Case No. 8511, issued March 14, 1913 sa pangalan ni Domingo de Ocampo, na taga Poblacion Norzagaray, Bulacan. Ang O.C.T. 779 ay nakatala sa Office of Land Registry ng Bulacan noong March 14, 1913 at 9:51 ng umaga sa pamamgitan ni Judge Hon. Norberto Romualdez CFI - Manila at Registert of Deed ng Malolos, Bulacan. Ang "TORRENS SYSTEM LAW" ay kinilala at kinompirma sa ilalim ng Constitution o kasunduan sa BIAK NA BATO noong November 18, 1897 sa Malolos, Bulacan.

Kaya nga ang Spanish Royal Decree No. 01-4 at Titulo de Propriedad No. 4136 ay idineklara na "cancelled, terminated and NULL and VOID" sa pangangasiwa ni Pedro A. Paterno, President of Malolos Congress noong June 12, 1899. Subalit sina Mariano San Pedro Esteban at marami pang iba ay dumulog sa Hukuman (Supreme Court) upang ipaglaban ang kanilang karapatan. Ngunit noong 1903 ay paulit-ulit na nagpasya ang Korte Suprema na walang basihan ang paghahabol nina San Pedro at iba pa.

Sa kabila nito, nagpatuloy ang kaso sa Supreme Court na siyang dahilan ng pagbaba ng EN BANC DECISION noong December 18, 1996 at Court Resolutions dated July 11, 2000, January 30, 2001 at March 5, 2001. Ito ay nagiging "FINAL AND IMMEDIATELY EXECUTORY" at may babala "NO FURTHER PLEADINGS WILL BE ENTERTAINED AND CAN NOT BE AGAIN LITIGATED AT ANY FUTURE ACTION IN ANY COURTS IN THE PHILIPPINES".

Subalit hanggang sa ngayon ay patuloy pa rin silang nagbubulag-bulagan at nagbibingi-bingihan sapagkat dito sila nagkamal ng limpak-limpak na salapi. Mabuti ng lamang at bago namatay si Guillermo de Ocampo, ang naiwang tagapagmana ng mga de Ocampo, ay naipagbili niya kay Engr. Charlie Carabaña ang nasabing lupain at ng malaunan ay ipinagbili rin sa "ANG BAGONG LAHING FILIPINO DEVELOPMENT FOUNDATION INC." na may kasaping higit kumulang sa dalawamput-limang milyon sa buong sambayanang Pilipinas.

Inilunsad nito ang programang "LAND FOR THE LANDLESS, HOME FOR THE HOMELESS" na nagbibigay ng LIBRENG 50 SQM. LOT para sa mga Pilipinong ginagawang mga squatters sa sariling bayan. Sa ngayon, ang Reconstitution ng O.C.T. 779 ay pinag-uukulan ng malaking panahon ng mga manananggol ng BLP Foundation Inc., upang maipamahagi sa ating naghihirap na mga kababayan.
